Is there any purpose to setting an app to minimize to the notifications area when the "x" is clicked? [on hold]

This seems to be standard practice these days for a lot of apps like Steam and Skype. Is there any real purpose for doing this when programming GUI's? Are there any rules about when your app should be set to do this?
