XML : Dertmine DOCTYPE's SYSTEM PATH during runtime

Is there any way in XML to have the URI to SYSTEM be resolved at runtime?

i.e.

  <!ENTITY % get_em SYSTEM "$WORK/$client/XML_ents/entities.ent">
