XML : Parse XML with libxml2

I'm trying to parse this document. I want to get the text inside the first tag <raw_text></raw_text>, which is, here :

  LFRN 270500Z AUTO 18006KT 9999 SCT036/// SCT045/// 06/05 Q1008 BECMG 20015G25KT

But event with exemples of the doc, I don't understand how it works... Why do I have to use pointers? How a language like Vala can't have a simple way to read XML? How can I parse my document?
