Create Custom Form and save it in XML in database CakePHP

I am looking for a way to create custom form in CakePHP2.4. By custom, I mean, that user would define how many and what type fields he/she wants and later use it as template for other actions. I need then to save this form in XML file and transport it to database.

People would enter their info into these custom forms, which would be saved in database as XML. I need help, in how I can achieve this.
