External XML files and input application settings wpf c#

Well i have a wpf c# application that i want to be able to configured at runtime with external xml files. One of these xml files will be parse it at runtime also.

My real problem is how to browse the xml files at runtime from external folders and they will be parse it in another window also at runtime
