XML or JAVA for workflow?

I have one workflow ,In workflow first part is user have to select 1 value via radio button and in next step is based on input page directly open and after 3 part is common for all the document,

so, which one is better XML code or Java? and How

for now I use switch and I coded 5 different statement after I have no idea how it will go in third part. which is common for all other documents
