Maven CoreException error

i have create a new dynamic project 3.0 and convert to maven from configuration. But i have this error:

CoreException: Could not get the value for parameter compilerId for plugin execution default-compile: PluginResolutionException: Plugin org.apache.maven.plugins:maven-compiler-plugin:3.1 or one of its dependencies could not be resolved: Failure to transfer org.codehaus.plexus:plexus-utils:jar:1.5.1 from http://ift.tt/1eAGeW3 was cached in the local repository, resolution will not be reattempted until the update interval of central has elapsed or updates are forced.
