parser error : Input is not proper UTF-8, indicate encoding ! Bytes: 0x96 0x20 0x41 0x72

Can you please help me out?

I am using the summernote editor to collect the information from the users while storing it into the database using htmlentity().

To process the data in xml, i have used htmlspecialchars() to decode the data and generate the xml fie. But, users copy the text from another websites or another source and directly paste into the summernote editor. It became more problem while generating the xml.

Even i have used utf8_encode or iconv() but no use at all.
