XML : ASPX Calculator to PHP re-coding for WordPress

I am not 100% sure I can post here for this request but I wanted to try since we are having a hell of a time finding someone who is actually able to "Code".

Quick story: We recently hired a "Web company" to re-build our website, now a year into the process they are telling us they can not transfer a Material Calculator we have on our site. The code was built in .aspx and the new site is "WordPress" .php...

After much back and forth they straight out told us they are unable to do it, so now we are stuck and need this moved over to our new site but do not have the "skills to do so with our internal IT department" as most web services are out sourced.

With that being said we are having a heck of a time finding someone who actually has the "KNOW HOW" so I decided to take to the forums here and see if anyone is interested in helping us out? Of course we will pay you based on your quote etc... Here is what we have:

11 files total that make up this single page, two .aspx pages, 1 .ascx file, three CS files, four XML files, (These allow us to make changes to the calculator) and one xsd file.

Now I am not sure what is all needed or if it is possible, but I am sure it is possible just might have to be completely re-coded to work on WordPress?
