XML : how to write a verilog/systemverilog using XML data through perl scripting

How would one interpret information using the XML data and use it in perl and write that data into a verilog/systemverilog file. For example: Given a XML file containing information on a verilog/systemverilog data, how would one go about analyzing or creating function using a perl script and making changes in that verilog/systemverilog file.
