I shall be building an HR web service for a company and I would like to know which languages are the best for developing it. I have intermediate knowledge of Java SE 6, XML, HTML, JavaScript, SQL, PHP (a little). I would like to learn how to make a solution that could be possibly stored on a cloud. I have been out of the programming circuit for a while, and have not been able to find answers to my question on other sites. If anyone could provide a starting direction, it would be very helpful.
