I just add to my WebApi project WebApi.HelpPage. Also I add to App_Data folder XmlDocument.xml file via Visual Studio. But newly created, empty (exept <?xml version="1.0" encoding="utf-8"?>) file already come with error: no root tag defined. How can I fix this?
