Placement of struts.xml



I'm very new to Struts 2 and I am practicing with this tutorial, where it says the struts.xml should be in WEB-INF/classes folder:

However in an earlier lecture in class, we placed it in the project's src folder:

Both works, I am just wondering...



  1. What is the best practice on where to place it?

  2. Why does it work when placed in src?
